WASHINGTON (Reuters) -The National Highway Traffic Safety Administration said on Thursday that it is opening an investigation into 2.88 million Tesla vehicles equipped with its Full Self-Driving system over traffic-safety violations. The auto safety agency said FSD — an assistance system that requires drivers to pay attention and intervene if needed — has "induced vehicle behavior that violated traffic safety laws". TOKYO (Reuters) -The Bank of Japan should be cautious about raising interest rates further as Japan's gradual return to an inflationary mindset could be disrupted by any premature tightening, said Etsuro Honda, a close economic adviser to Sanae Takaichi, who is likely to become the country's next prime minister. By Lisa Baertlein LOS ANGELES (Reuters) -U.S. imports of containerized goods in September fell 8.4% from the year earlier, including a 22.9% drop in goods from China, amid ongoing trade ructions from President Donald Trump's tariff policies, data released on Thursday showed. U.S. seaports handled 2.31 million 20-foot equivalent units (TEUs) of container cargo last month, the third-highest September volume on record despite being a decline from last year, supply chain technology and data provider Descartes said. With most holiday merchandise delivered earlier than usual and tariffs continuing to rise, monthly import cargo volume at the nation's major container ports is forecast to fall below the 2 million TEU mark for the remainder of the year, the National Retail Federation (NRF) and Hackett Associates said. "This year's peak season has come and gone, largely due to retailers frontloading imports ahead of reciprocal tariffs taking effect," said Jonathan Gold, NRF's vice president for supply chain and customs policy. More tariffs — 25% on upholstered furniture regardless of country and the same rate on kitchen cabinets and bathroom vanities — are set to take effect next week and increase in January, NRF said. A tariff increase on imports from China, delayed by 90 days in August, also is scheduled for November 10, unless a deal is reached or Trump decides on another delay. "Ongoing volatility in U.S. tariff policy is creating significant economic uncertainty," Hackett Associates founder Ben Hackett said. Reflecting market demand, the Drewry East-West Contract Rate Index – an average of contract rates paid by more than 100 multinational shippers, including retailers like Walmart, on 17 major ocean routes – fell 3% in the 12 months to September, the first year-on-year reduction since July 2024. To be sure, U.S. imports have held up generally well under unprecedented tariff pressures. Year-to-date volume through September was 1.9% ahead of the same period in 2024. Still, China's share of total U.S. imports slid to 33% in September from 34.5% in August, Descartes said. China-origin imports tumbled to 762,772 TEUs in September – with aluminum, footwear and electric machinery logging the steepest drops. Toys and sporting goods, as well as footwear and apparel were also down. The overall result marks a reversal from the short-lived rebound in July and August, and highlights importer sensitivity to tariff policy, Descartes said. Imports from South Korea, Taiwan, Hong Kong, Germany and Italy also notched year-over-year declines last month, Descartes said. Meanwhile, several Southeast and South Asian countries expanded market share, the firm said. Imports from Indonesia, Thailand, Vietnam and India all increased. By Alexander Marrow LONDON (Reuters) -Food group Nestle said on Wednesday it had withdrawn from a global alliance for cutting methane emissions that aims to reduce the impact of dairy farming on global warming.  The Dairy Methane Action Alliance was launched in December 2023, with members, which include Danone, Kraft Heinz and Starbucks, committing to publicly measure and disclose methane emissions from their dairy supply chains and publish plans to reduce those emissions over time.  Nestle did not say why it was pulling out of the alliance but said it would continue working towards reducing greenhouse gas emissions, including methane, throughout its supply chains and was sticking to its net zero commitment by 2050. On Thursday, Nestle said it was partnering with the World Farmers' Organisation to join efforts to help make food systems more resilient to climate change.  CLIMATE ALLIANCES ON THE BACK FOOT The move is the latest blow to a corporate alliance seeking to limit the impact of global warming, and comes as U.S. President Donald Trump dismantles a range of climate protection initiatives. Several major banks, for example, have left the sector's main group leading efforts to cut carbon emissions. "Nestle regularly reviews its memberships of external organizations," the Swiss company said. "As part of this process, we have decided to discontinue our membership of the Dairy Methane Action Alliance."  By the end of 2024, Nestle had reduced methane emissions by almost 21% compared to 2018 levels, the company said in its 2024 non-financial statement. Methane is nearly 30 times more potent than carbon dioxide, according to the U.S. Environmental Protection Agency, making it a major focus of attempts to curb global warming.  According to the Environmental Defense Fund, which launched the methane alliance, agriculture is responsible for nearly 40% of human-caused methane emissions, with the majority of those coming from livestock.  Nestle's logo was removed from the main page of the EDF's website, but the company's name still appears on other pages. The efforts to reduce labour costs show the strain on Russia's economy as President Vladimir Putin and the U.S.-led NATO military alliance square off in Ukraine, Europe's deadliest conflict since World War Two. Reuters identified six companies in Russia's mining and transport sectors, many of them industrial titans, that have cut their working week in an attempt to reduce wage bills without raising unemployment, according to industry sources. Cemros, Russia's biggest cement maker, has moved to a 4-day week until the end of the year to preserve staff amid a sharp downturn in the construction industry and a rise in cement imports. "This is a necessary anti-crisis measure," said Cemros spokesman Sergei Koshkin. "The goal is to keep all our staff." The company has 13,000 employees and 18 plants across Russia. Koshkin said increased imports from countries including China, Iran and Belarus, combined with a drop in new houses being built, had curbed demand for cement. Cemros expects Russia to consume less than 60 million tonnes of cement this year, a figure last seen during the COVID pandemic. The push to reduce wage bills shows the toll that conflict in Ukraine and Western sanctions are taking on corporate Russia and on the workers of its heavy industry plants, many of which were founded during Josef Stalin's industrialisation of Soviet Russia in the 1930s. Russia's ministries of Labour and Industry did not respond to requests for comment on Reuters findings. The news agency reported in January that Putin had grown increasingly concerned about distortions in Russia's economy, including the impact of high interest rates on its non-military sectors. Russia's Center for Macroeconomic Analysis and Short-term Forecasting – an influential research non-profit – said sectors of the economy not connected with the military had contracted by 5.4% since the start of the year. The Center forecasts a major slowdown in GDP growth to 0.7%-1.0% this year. During Putin's first two terms as president from 2000 to 2008, Russia's economy soared to $1.7 trillion from less than $200 billion in 1999. But Russia's nominal GDP is now $2.2 trillion, about the same level it was in 2013, the year before Russia annexed Crimea. In 2022, the year Putin ordered troops into Ukraine, the economy contracted 1.4%, but then outperformed the average of the G7 group of leading industrial nations by growing 4.1% in 2023 and 4.3% in 2024. Growth this year is forecast by the economy ministry to fall to just 1.0%. Amid a tight labour market, unemployment has fallen to a record low of 2.1% of the workforce, according to state statistics. Putin has publicly rejected warnings from senior bankers that Russia's economy is stagnating. He says the government is slowing the economy to keep control of inflation – forecast at 6.8% this year. CHINESE IMPORTS, HIGH RATES, SANCTIONS Companies are struggling with a growing list of problems ranging from high interest rates and the strong rouble, falling domestic demand, weak export markets due to sanctions, and cheap Chinese imports, according to economists. Russian Railways, which has 700,000 employees, has asked staff in its central office to take three additional days off per month at their own cost, in addition to normal holidays and non-working days, two sources told Reuters. Long seen as a mirror of the Russian economy – particularly its commodity exports – the company's revenues are declining as shipments of coal, metals and oil drop, economists said. Russian Railways declined to comment. The Gorky Automobile Plant (GAZ), a leading manufacturer of vans that employs at least 20,000 people, moved to a 4-day week in August, as did truckmaker Kamaz, with around 30,000 employees. The trade union at Avtovaz, Russia's biggest carmaker with some 40,000 employees, confirmed to Reuters that it started a 4-day-week from September 29. The company, which said in July it was considering the move, declined to comment. A GAZ spokeswoman said the company resumed a 5-day week from October. Kamaz said its situation had not changed and declined additional comment. Alrosa, the world's largest producer of rough diamonds, has cut its payroll for all staff levels not directly involved in mining by 10%, partly by shortening the working week. It also paused operations at less profitable deposits in spring and summer. Alrosa told Reuters it had sought to minimize layoffs, but did not specify how many employees had been let go. Across plants in the metals, mining, timber and coal industry there have been cuts to the working week, staffing or production, according to industry sources and company statements. Sveza, one of Russia's leading timber and paper companies, shuttered a plywood mill in Tyumen, a Siberian city 1,700 km (1,056 miles) east of Moscow, last month due to a sharp decline in furniture demand, the region's prosecutor said. More than 300 people lost their jobs. Sveza didn't respond to a request for comment. Signs of stress are appearing in Russian state statistics. Overdue salary arrears in Russia at the end of August amounted to 1.64 billion rubles, an increase of 1.15 billion rubles, or 3.3 times, compared to the same period last year. The geography of Russian heavy industry – often the dominant employer in cities and towns across European Russia and the Urals – means that wage cuts can have a significant impact on regional prosperity. GOVERNMENT FORCED TO PROVIDE SUPPORT In previous downturns, Russia has bailed out major employers to stem discontent in many of the industrial towns and cities that often rely on one major enterprise. Russian Railways and the country's car manufacturers received state support during the 2008-2009 global crisis to avoid mass lay offs. In 2022, Russia told car factories to furlough, not fire, staff. The current economic strains have already forced the government to intervene across the economy, from shoe manufacturers to coal and metals, offering discounts on rail transport, deferral of taxes and targeted state support. The coal sector, which employs about 150,000 people, has been badly hit as exports decline, according to Russian officials. Deputy Prime Minister Alexander Novak told Putin in April the sector's financial health was deteriorating, with 30 enterprises – employing roughly 15,000 people and producing around 30 million metric tons annually – at risk of bankruptcy. In Siberia's Kuznetsk Basin, or Kuzbass, which holds some of the world's biggest coal deposits, local officials said in September that 18 out of 151 enterprises had been shuttered. Alexander Kotov, a partner at Russian consulting agency NEFT Research, told Reuters that 19,000 coal workers were laid off in the first half of 2025. "If we don't start saving the coal industry urgently, it could be hit by a wave of crisis," Kotov said. Mechel, one of Russia's biggest coal miners, reported worsening losses in August and said it had suspended output at one of its mines and cut operations that did not make a profit. One source with knowledge of the industry told Reuters on condition of anonymity that Mechel cut staff this summer. Mechel declined to comment. Vladimir, a coal miner in Kuzbass, told Reuters his salary had been reduced. "I'm now in a higher position, but I'm earning less than I did before in a lower one," said the miner, who declined to give his second name. He said there was enough to live on and some workers had found work in other regions, but the coal sector was struggling. "Wages have been cut everywhere, absolutely everywhere in Kuzbass," he said. BEIJING (Reuters) -China tightened its rare earth export controls on Thursday, expanding restrictions on processing technology and spelling out its intention to limit exports to overseas defence and semiconductor users. The Ministry of Commerce's announcement, which follows a U.S. lawmakers' call on Tuesday for broader bans on the export of chipmaking equipment to China, expands sweeping controls Beijing announced in April that caused shortages around the world before a series of deals with Europe and the U.S. eased the supply crunch. The controls are a major bargaining chip for China in its trade talks with the United States, and the tightening comes weeks ahead of a face-to-face meeting between Presidents Donald Trump and Xi Jinping in South Korea. "From a geostrategic perspective, this helps with increasing leverage for Beijing ahead of the anticipated Trump-Xi summit in (South) Korea later this month," according to Tim Zhang, founder of Singapore-based Edge Research. China produces over 90% of the world's processed rare earths and rare earth magnets. The 17 rare earth elements are vital materials in products ranging from electric vehicles to aircraft engines and military radars. China is also widening its export controls to foreign companies that use Chinese rare earth equipment or material, the Ministry of Commerce said in its statement, mimicking U.S. rules that restrict exports of semiconductor-related products. Restrictions on exporting the technology to make rare earth magnets will also be expanded to more types of magnets, and China will limit some components and assemblies that contain restricted magnets, China's Ministry of Commerce said in a statement. China is the world leader in rare earth technology, and equipment to recycle rare earths will now require a licence to export, adding it to the long list of restricted processing technology. The new extraterritorial rules will start on December 1, while the remainder commence immediately. CHIPS AND DEFENCE The Ministry of Commerce's announcement clarified for the first time some of the targets of China's restrictions. Overseas defence users will not be granted licences, the ministry said, while applications related to advanced semiconductors will only be approved on a case-by-case basis. The new rules apply to 14-nanometer chips or more advanced chips, memory chips with 256 layers or more, and equipment used in production of such chips, as well as to related research and development. These advanced chips are used in a wide range of products from smartphones to AI chipsets that require powerful computing performance. The rules will also apply to research and development of artificial intelligence with potential military applications. South Korea, home to major memory chipmakers Samsung Electronics and SK Hynix, is assessing the details of the new restrictions and would continue discussions with China to minimise their impact, its industry ministry said in a statement to Reuters. Samsung declined to comment. SK Hynix and Taiwan's TSMC did not immediately respond to questions. Shares in TSMC finished up 1.8% on Thursday, as the company reported forecast-beating third-quarter revenue. South Korea's financial markets are closed on Thursday for a public holiday. China's rare earth shipments have been growing steadily over the past few months as Beijing grants more export licences, although some users still complain they are struggling to get them. The NBA is due to play two pre-season games in the Chinese special administrative region on Friday and Sunday, part of a five-year contract with Las Vegas Sands' Macau unit Sands China. The games mark the first time the NBA is playing in Macau, the world's largest gambling hub, and follows a years-long absence amid controversy over the 2019 Hong Kong protests. The Macau games aim to bolster the NBA's profile in China, where around 300 million people play basketball, at a time of rising political tensions between the United States and China. The NBA's absence followed a firestorm of controversy around comments made six years ago by the Houston Rockets' then general manager Daryl Morey, who posted a message on social media in support of Hong Kong's pro-democracy protests. They have pledged to collectively invest more than $13.5 billion in non-gambling infrastructure and projects over the next decade.
