(Reuters) -The U.S. National Highway Traffic Safety Administration (NHTSA) said on Monday it has opened a preliminary probe into about 2,000 Waymo self-driving vehicles after reports that the company's robotaxis may have failed to follow traffic safety laws around stopped school buses. The probe is the latest federal review of self-driving systems as regulators scrutinize how driverless technologies interact with pedestrians, cyclists and other road users. NHTSA said the Office of Defects Investigation opened the review after flagging a media report describing an incident in which a Waymo autonomous vehicle did not remain stationary when approaching a school bus with its red lights flashing, stop arm deployed and crossing control arm extended. The report said the Waymo vehicle initially stopped beside the bus then maneuvered around its front, passing the extended stop arm and crossing control arm while students were disembarking. A Waymo spokesperson said the company has “already developed and implemented improvements related to stopping for school buses and will land additional software updates in our next software release.” The company added "driving safely around children has always been one of Waymo's highest priorities. In the event referenced, the vehicle approached the school bus from an angle where the flashing lights and stop sign were not visible and drove slowly around the front of the bus before driving past it, keeping a safe distance from children." NHTSA said the vehicle involved was equipped with Waymo's fifth-generation Automated Driving System (ADS) and was operating without a human safety driver at the time of the incident. Waymo has said its robotaxi fleet numbers more than 1,500 vehicles operating across major U.S. cities, including Phoenix, Los Angeles, San Francisco and Austin. The Alphabet-owned company also plans to expand internationally, with launches in cities including Tokyo and London in coming years. "They're behind schedule, and so the president wants to make sure we beat the Chinese," Duffy told Fox.  Artemis 2, a 10-day flight around the moon and back involving systems built by built by Boeing, Northrop Grumman and Lockheed Martin, is on track for April and could get moved up to February, he added.  Bezos and Blue Origin CEO Dave Limp reportedly spoke with Trump over the summer when the Republican president was feuding with Musk, who backed Trump in the 2024 election and went on to lead the broad effort to cut the federal government known as DOGE. (Reuters) -Arm Holdings said on Monday it is expanding its Flexible Access licensing program to cover its Armv9 edge AI platform, aiming to attract startups and device makers developing on‑device AI by lowering entry barriers and accelerating design cycles. The Flexible Access program allows companies to use its chip design tools and training for little or no cost, enabling them to build and test new chip concepts. Companies including hardware firms Raspberry Pi, Hailo and SiMa.ai have participated in the program, Arm said. WHY IT'S IMPORTANT Opening up the licensing program strengthens Arm's ties with AI startups and on‑device AI providers that might otherwise be priced out by costly licenses, positioning Arm to embed its technology across emerging AI devices. CONTEXT Arm is expanding to fortify its position in the burgeoning edge AI market, where it faces growing competition from rivals such as Nvidia, Intel, as well as newer players. BEIJING (Reuters) -Chinese electric vehicle battery giant CATL saw net profit growth accelerate in the third quarter, even as it faced increased competition from smaller rivals. Net profit rose 41.2% to 18.5 billion yuan ($2.6 billion) in the July-September period from a year earlier, picking up from a 33.7% increase in the second quarter, according to a stock filing on Monday. Revenue rose 12.9% year on year to 104.2 billion yuan, up from a 8.3% gain in the second quarter. CATL still leads the pack in global EV battery usage, though its share fell to 36.8% in the first eight months from 37.7% in the year-ago period, according to SNE Research. By comparison, Chinese EV maker BYD which also manufactures batteries in-house, took up 18% share of the global market versus 16.2% a year earlier, buoyed by an expansion in the European market. CATL, which supplies automakers including Tesla, Volkswagen and Xiaomi has also continued overseas expansion, with its new plant in Hungary expected to start production by early next year. However, Beijing issued new export controls on lithium battery parts that will require exporters to seek permits from November, casting uncertainty over CATL's future efforts to venture into overseas markets. The digital asset treasury will focus on accumulating XRP, a token linked to Ripple and the fifth-largest cryptocurrency by market cap, according to data from CoinGecko. The move comes months after Wall Street's top regulator ended a high-profile crypto lawsuit, which accused Ripple of selling unregistered securities to institutional investors. Under a crypto-friendly Trump administration, Ripple is looking to scale institutional adoption and presence of the XRP token in capital markets. The deal, expected to close in the first quarter of 2026, will create the largest XRP publicly traded XRP treasury company, Evernorth said. As scores of companies continue to wrap crypto assets into equity, concerns are mounting over the spillover impact of a correction in the equities markets. Earlier this month, crypto assets suffered from their largest selloff ever after U.S. President Donald Trump escalated his trade war with China. By Deborah Mary Sophia and Shubham Kalia (Reuters) -Amazon's cloud services unit AWS was recovering on Monday from a widespread outage that knocked out thousands of websites along with some of the world's most popular apps – Snapchat and Reddit – and disrupted businesses globally. The turmoil marked the largest internet disruption since last year's CrowdStrike malfunction hobbled technology systems in hospitals, banks and airports, and highlights the vulnerability of the world's interconnected technologies. After roughly three hours of disruptions, systems were gradually coming back online as of 6:00 a.m. ET (1000 GMT), with AWS saying it was seeing "significant signs of recovery" for some impacted services. "Most requests should now be succeeding. We continue to work through a backlog of queued requests," it said in the latest update on the outage posted on its status page. ISSUE SHOULD BE RESOLVED IN COMING HOURS, EXPERT SAYS AWS provides on-demand computing power, data storage and other digital services to companies, governments and individuals. Disruptions to its servers can cause outages across websites and platforms that rely on its cloud infrastructure. AWS competes with Google and Microsoft's cloud services. Asked for comment on the outage, AWS directed Reuters to its status page. Amazon did not respond to a request for comment. Junade Ali, a software engineer, cyber expert and Fellow at the Institution of Engineering and Technology, said the issue appeared to be with one of the networking systems AWS uses to control a database product. "As this issue can usually be resolved centrally … unless there are further issues identified, the issue should be able to be mitigated over the coming hours," he said. INITIAL SIGNS OF RECOVERY Ookla, owner of outage tracking website Downdetector, said over 4 million users reported issues due to the incident. Issues on some apps and websites, including Snapchat, Roblox, streaming site Max and PayPal's Venmo were showing signs of easing, according to Downdetector. Snapchat last had over 4,000 reports on Downdetector, down from an earlier peak of more than 22,000, while reports on Roblox dropped to less than 500 from a peak of over 12,600. Other services, however, remained affected, with thousands of reports for social media app Reddit and financial platform Chime on Downdetector. AI startup Perplexity, cryptocurrency exchange Coinbase and trading app Robinhood all experienced platform disruptions and attributed them to AWS. Amazon's own services, including its shopping website, Prime Video and Alexa, were also hit, although Downdetector last showed a decrease in severity. Fortnite, owned by Epic Games, along with Clash Royale and Clash of Clans were among the gaming platforms affected. Uber rival Lyft was also knocked down in the United States. In a post on X, Signal's President Meredith Whittaker confirmed the messaging app was hit by the outage as well, though billionaire Elon Musk, who owns X, said his platform continued to work. OUTAGE EXPOSES RISK OF DEPENDENCE ON HANDFUL OF PROVIDERS In Britain, Lloyd Bank, Bank of Scotland and telecom service providers Vodafone and BT were also facing issues, according to Downdetector's UK website, as was UK tax, payments and customs authority HMRC's website. The problem highlights how interconnected everyday digital services have become and how reliant they now are on a small number of global cloud providers, with one glitch causing havoc with business and day-to-day life, experts and academics said. "The main reason for this issue is that all these big companies have relied on just one service," said Nishanth Sastry, Director of Research at the University of Surrey's Department of Computer Science. While there has been no indication yet of a potential cyberattack behind Monday's outage, the scale of the disruption has fed speculation. "When anything like this happens, the concern that it's a cyber incident is understandable," said Rafe Pilling, director of threat intelligence at cybersecurity firm Sophos. "AWS has a far-reaching and intricate footprint, so any issue can cause a major upset."
