(Updates for markets close) By Bharath Rajeswaran Oct 3 (Reuters) – India's equity benchmarks inched higher on Friday and logged weekly gains, led by banks after the regulator announced a raft of lending reforms and as metals advanced on dollar weakness. The Nifty 50 rose 0.23% to 24,894.25, while the BSE Sensex added 0.28% to 81,207.17. The indexes rose about 1% in the week, led by high-weight banks, state-owned lenders and private banks which rose 2.2%, 4.4% and 2.5%, respectively, after the Reserve Bank of India on Wednesday eased rules for lending to capital markets and large companies. The RBI, which maintained rates as expected, also detailed plans to increase limits on lending against shares and reduce risk weights for non-bank lenders for infrastructure projects. "The status quo on rates is a relief for banks as a rate cut would have led to contraction of net interest margins, while the relaxation of restrictions on bank loans will aid credit growth," said Prakhar Sharma and Vinayak Agrawal, equity analysts at Jefferies. Metals rose 1.8% on the day to a record high, lifting weekly gains to 3.9%, supported by a weaker dollar on firming October U.S. rate cut bets and supply disruptions. The broader small-caps and mid-caps rose 1.8% and 2% this week. Among individual stocks, Tata Motors rose 6.4%, marking its best week in nearly five months, after setting the effective date for the demerger of its truck and bus unit from the passenger vehicle business. Sentiment was further lifted as Tata's luxury arm JLR announced a phased resumption of operations following a month-long shutdown. On the day, V-Mart Retail and Sai Silks surged 16% and 18.4% after strong quarterly business updates. The drivers for the next leg of the rally will be global liquidity and corporate earnings that kick off next week, said Sonam Srivastava, founder and fund manager at Wright Research PMS. European leaders met in Copenhagen this week amid growing concerns over drone incursions, expressing support for bolstering drone defence measures across the region. Russia has denied responsibility for the incidents. Last month, European Commission President Ursula von der Leyen proposed a "drone wall" — a network of sensors and weapons designed to detect, track, and neutralise drones, though details on costs and implementation remain unclear. "The EU is not a defence organization. (…) Every country needs to build up these capabilities, and then we need to cooperate very closely to be able to detect drones," Kristersson told Reuters in an interview in Copenhagen late on Thursday. He added that "EU has a very good potential of simplifying, for example, simplifying procurement standards." Sweden, home to defence manufacturer Saab, which specializes in anti-drone technology, has emphasized that decisions about equipping national armed forces should align with NATO targets rather than fall under EU jurisdiction. European officials have accused Russia of escalating airspace violations, although Moscow has frequently denied responsibility for incidents. Kristersson noted that EU nations are prepared to act decisively. The court did not uphold a ban on the export of parts for F-35 fighter jets ordered by a lower court last year, but it said the government needed to assess whether there was a risk of the jet parts being used in violation of international law. It gave the government six weeks to carry out this review, during which the export of fighter jet parts would still be banned. "As long as the minister does not make a new decision on the export licence, the current licence remains valid and export of F-35 parts to Israel is not allowed," presiding judge Martijn Polak said. In February 2024, the Court of Appeal in The Hague ordered the government to halt the export of jet parts, ruling that there was a clear risk that Israel's F-35 fighter jets were being used to commit serious violations of international humanitarian law in the Gaza Strip. Friday's ruling overturning that order underlined that any review of the export licence should look at possible violations of international law. "If the minister determines that there is a clear risk that the goods to be exported will be used in committing serious violations of international humanitarian law, he may no longer allow the use of the licence," the court said. The Netherlands houses one of several regional warehouses of U.S.-owned F-35 parts, which are distributed to countries that request them, including Israel in at least one shipment since October 7, 2023. AMSTERDAM, Oct 3 (Reuters) – Europe needs to tighten regulation of non bank financial firms to level the playing field with traditional lenders and to contain risk in a sector that has grown rapidly over the past several decades, ECB President Christine Lagarde said on Friday. Non banks, such as investment funds, insurers and pension funds, sometimes called shadow banks, now have total assets worth about 350% of GDP but enjoy easier regulation than banks as they do not take household deposits. “It is vital that policymakers adapt regulation and supervision to this challenging environment,” Lagarde said in a speech in Amsterdam. "They should do so not by lowering standards for banks, but by levelling them up for non-banks that are involved in bank-like activities, or with significant links to the banking sector,” she said. “That helps to address banks’ concerns about the uneven playing field.” Policymaker fear that in case of crisis, the central bank will be called upon to provide non banks with a liquidity lifeline given how deeply they are intertwined with regular banks. "If risks were to build outside the banking system, beyond the current reach of regulators and supervisors, the trade-offs that were evident before 2008 may re-emerge, with monetary policy de facto being the only tool to 'get in all of the cracks' and rein in financial exuberance," Lagarde said.
